MANAGING AUTHORITY
 
The Italian Ministry of Economic Development (MiSE) - Directorate-General for Incentives to Enterprises - Division III (DGIAI) is the Managing Authority for the EC NOP and the SME Initiative NOP.
With reference to the EC PON, it is managing authority for the implementation of actions relating to:
  • Innovation (Axis 1): intended to boost southern Italian enterprises' currently low level of R&D investments and increase their innovative capacity, to foster medium-long term growth;
  • SME competitiveness (Axis 3): intended to promote the competitive repositioning of the southern Italian production system, by enabling the strengthening of companies and industries capable of producing by sustainable methods and exploiting unused potentials in the existing production fabric.
  • Energy efficiency (Axis 4.2): intended to exploit the potential of businesses' green investments to reduce their costs and improve their competitiveness.

AUDIT AUTHORITY
 
The Audit Authority of the EC NOP and SME Initiative NOP is the Verification and Control Unit (NUVEC) -  Agency for territorial cohesion.
As envisaged by Art. 127 of Regulation (EU) no. 1303/2013, the audit authority ensures that audits are carried out on the proper functioning of the management and control system of the operational programme and on an appropriate sample of operations on the basis of the declared expenditure. The declared expenditure is audited based on a representative sample and, as a general rule, on statistical sampling methods.

CERTIFYING AUTHORITY
 
L’Autorità di Audit del PON IC e del PON Iniziativa PMI è identificata nel Nucleo di verifica e controllo (NUVEC) - Agenzia per la coesione territoriale.
L’Autorità di Audit, così come previsto dall’Art. 127 del Regolamento (UE) n. 1303/2013, garantisce lo svolgimento di attività di audit sul corretto funzionamento del sistema di gestione e controllo del programma operativo e su un campione adeguato di operazioni sulla base delle spese dichiarate. I controlli di audit cui sono sottoposte le spese dichiarate si basano, come regola generale, su un metodo di campionamento statistico.

EC INTERMEDIATE BODIES
 
With regard to the specific Thematic Objectives, the following are designated as EC NOP Intermediate Bodies within the Italian Ministry of Economic Development:
 
As intermediate body,  DGAECE will be tasked with the management and implementation of Energy Efficiency actions (Axis 4.3) intended to optimise the electricity grid for the integration of power generated from renewable energy sources.

As intermediate body,  DGSCERP will be tasked with the management and implementation of actions relating to development of the ultra wideband (Axis 2).

MANAGING AUTHORITY OF THE SME INITIATIVE NOP
 
In view of the specific nature of this programme, the European Investment Fund (EIF) is designated as Managing Authority of the relative actions. The financial intermediaries chosen by the European Investment Fund (EIF, a member of the EIB Group) will be able to securitise portfolios of existing loans made to SMEs and other enterprises with fewer than 500 employees, with the obligation to use the funds to create new portfolios of loans to SMEs in the 8 southern Italian regions. The securitisation operations will be funded by the EIB (senior tranche) and the EIF (mezzanine tranche). This initiative is made possible through the additional involvement of the EIF, which, as managing authority as defined by the regulation, will also invest in the highest-risk tranches: the junior tranche using the 202.5 million made available by the Italian Government and the mezzanine tranche using the four million allocated by the European Commission under the COSME programme.
