Axis VI was approved by the European Commission with decision C (2021) 5865 of 3 August 2021 in order to support the response to the COVID-19 pandemic crisis and contribute to a sustainable socio-economic recovery. Measures under this Axis will support SMEs in making investments in the green and digital transition; they will also be invested in interventions in the field of energy, like in the development and reinforcement of smart grids for the transmission and distribution of energy and in measures aimed at increasing the energy efficiency of public buildings.

The single axis ERDF 2014-2020 SME Initiative National Operating Programme helps strengthen and develop SMEs in eight southern Italian regions (Basilicata, Calabria, Campania, Puglia, Sicily, Abruzzo, Molise and Sardinia) through new low-interest loans. The programme's main aim is the "Improvement of Conditions of Access to Credit for SMEs in Southern Italy". It reflects an awareness of the deterioration in borrowing conditions over the last seven years which, thanks the prolonged economic crisis, has hit enterprises operating in these regions particularly hard. Italy’s "SME Initiative” is a financial instrument managed by the EIF (European Investment Fund) which sees banks apply to the EIF for the securitisation of portfolios of existing loans. Thanks to the subsequent reduction of the credit risk, banks can then free some of the tied-up capital they are required to freeze by law in order to cover the risk of default or insolvency on the part of their borrowers. They are then required to use the released capital for new loans to businesses. Any financial intermediaries participating in the programme are contractually bound by the EIF to issue new low-interest loans to southern Italian SMEs within three years of securitisation. This financial mechanism enables the SME Initiative to work through the banking system to expand the volume of funding available to SMEs, effectively multiplying the funds allocated to the Programme at least 6-fold. This means that at least 6 Euros of new credit are generated for southern Italian SMEs for every Euro of bank capital freed up. The National Operational Programme on Enterprises and Competitiveness encourages the competitive repositioning of small and medium enterprises (SMEs) in southern Italy, by realising their unfulfilled potential, through both measures with immediate impact, to combat the effects of the current period of economic difficulty on the production fabric, and actions linked to a broader development and innovation strategy. The aim is therefore to combat and reverse the process of disinvestment and contraction that has hit enterprises in southern Italy particularly hard, through measures targeting the system's main areas of weakness. On 3 March 2015, the Italian Government approved the Italian Ultra Wideband Strategy, which sets out to provide 85% of the population with infrastructures capable of carrying high speed services of 100 Mpbs or above, and ensure 100% of citizens Internet access with at least 30 Mbps, by 2020. The general aim of the Italian Ultra Wideband Strategy is the nationwide development of future-proof telecommunications infrastructure.

The Operational Programme on Enterprises and Competitiveness aims to encourage economic growth and increase Italian enterprises' share of global production. "Innovation" seeks to grow investments in research and development, in a scenario where Italy lags some way behind the goals set at a European level, with a particularly serious shortfall in R&D spending in southern Italy, where it represents only 16.1% of total expenditure.   The "Reinforcement of Research, Technological Development and Innovation" objective calls for proposals to access funding for projects in the less developed Regions (Campania, Calabria, Basilicata, Puglia and Sicily) and the transition Regions (Abruzzo, Molise and Sardinia).
